Why this matters more than people think
Planning is a precedent game. The same extension can be routine in one authority and a fight in the next, and most homeowners have no idea which one they are dealing with until they have already paid someone to draw something.
Where the numbers come from
Every English planning authority files quarterly returns with government covering how many householder applications they decided, how many they approved and how fast. We read all of them, for 303 authorities and 151,807 decisions. Article 4 and conservation area counts come from the government Planning Data platform.
What the approval rate does and does not tell you
- A high rate is not a guarantee. It usually means fewer local constraints, not a council that waves things through.
- A low rate is not a refusal. It usually means more conservation areas and more marginal schemes being submitted.
- Article 4 matters more than the percentage. Inside one you lose permitted development entirely, which changes the whole approach.
Absence of Article 4 data means it has not been published as open data, not that no direction exists. We say so on every page rather than showing a misleading zero.
